Scenario Software

Many options exist for building scenarios.  Most Learning Management Systems (LMS) have the capability of doing some sort of quiz with branching, which would be sufficient.  Also, software built for complex conditional logic surveys, like Qualtrix, can also be used.  There are software packages available that are built to do this specific task that have some advantages for storyboarding and flow.
